_ Development of the Assement System to Support Technology Hilirization

BANDUNG, dkst.itb.ac.id – The Directorate of Science and Technology Parks (DKST) and the Directorate of Research and Innovation (DRI) at Institut Teknologi Bandung (ITB) continued to strengthen the Technology Readiness Level (TRL) measurement system through a Workshop on Institutional Development and Governance Systems for TRL Measurement, held on Friday (4 September 2026) at Patra Hotel in Dago, Bandung. The initiative aims to strengthen governance, assessment processes, and validation mechanisms so that TRL measurement is more systematic and consistent.

The workshop followed the Workshop on Standardization of TRL Measurement held by DKST on 29 July 2026. While the earlier workshop focused on establishing a shared understanding of TRL interpretations, supporting evidence, and assessment and validation mechanisms, this session concentrated on strengthening the systems and institutional arrangements needed to implement them.

Discussions covered the allocation of roles in measurement and validation, assessor criteria, supporting documentation (evidence), quality assurance mechanisms, and the resolution of differences in assessment results. These aspects are essential to establishing a clearly grounded assessment process that can be applied to technologies with diverse characteristics.

Dr. Asep Husni Yasin Rosadi of the National Research and Innovation Agency (BRIN) shared his perspective in a presentation entitled “Strengthening TRL Governance and Assessment in the Higher Education Research and Innovation Ecosystem.” The discussion was moderated by Dr. Wardono Niloperbowo, Ph.D., and involved academics and research and innovation managers from various fields at ITB.

Following these discussions, DKST focused its further formulation on three main aspects: interpretation of each TRL, criteria for ITB technology assessors, and mechanisms for validating measurement results. These three aspects provide the basis for establishing workflows, the allocation of authority, quality control mechanisms, and the necessary documentation.

The workshop outcomes will inform refinements to the TRL Measurement Guidelines and Standard Operating Procedures (SOPs). These improvements are expected to enhance assessment quality and provide a clearer foundation for research funding decisions, downstream development strategies, innovation development, and opportunities for industry collaboration.

Strengthening this system is part of DKST’s efforts to establish innovation governance that supports more focused, measurable, and sustainable technology development.
